…공공의료(지역·필수의료) 회복 위한 통합형 국립의대 모델과 해외 사례 기반 운영 방안도 제시

국립순천대학교(총장 이병운)는 7월 16일(수)부터 17일(목)까지 국회와 국정기획위원회를 방문해, 전라남도 국립의과대학 설립의 당위성을 적극 설명하고 관련 정책이 국정과제에 반영될 수 있도록 건의했다고 밝혔다.

이번 방문은 광역 지자체 중 유일하게 의과대학이 없는 전라남도의 현실을 알리고, 국립의대 설립의 시급성을 전달하는 데 중점을 두었다. 국립순천대는 그간 전라남도 및 국립목포대와 함께 통합형 국립의대 신설을 공동 추진해 왔으며, 새 정부의 국정 운영 방향과 국정과제 수립을 앞두고 대학 차원의 여론 조성과 대외 설명이 필요하다고 판단해 이번 일정을 추진하게 되었다.

국립순천대 이병운 총장과 박기영 명예교수(前 대통령 정보과학기술보좌관)로 구성된 방문단은 이틀에 걸쳐 박홍근 국정기획위원회 기획분과장을 비롯한 국정기획위원회 위원과 전남 동부권 국회의원인 김문수 의원(교육위원회 위원), 권향엽 의원(산업통상자원중소벤처기업위원회 위원) 등 관계자와 면담을 가졌다.

이 자리에서 국립순천대는 단순한 국립의대 신설을 넘어, 공공의료 강화를 위한 ‘전남형 국립의대 정책 모델’의 필요성을 적극 피력했다. 특히, △국립대병원 네트워크 연계 △필수·공공의료 전공 트랙 강화 △지역의사제 도입 등 구체적인 실천 방안을 통해 의료 사각지대를 해소하고, 공공성을 중심으로 한 국립의대 설립이 필요하다고 강조했다.

또한, 국립순천대는 ‘통합 국립의대’와 유사한 교육 과정을 운영 중인 해외 사례도 소개하며 설득력을 더했다. 

미국 워싱턴대학교 의과대학이 주관하고 5개 대학이 참여하는 WWAMI 프로그램처럼, 지역 캠퍼스 네트워크 교육을 통해 의료취약지 중심의 의사를 양성한 사례와 영국 브라이튼·서섹스 의과대학(BSMS), 헐·요크 의과대학(HYMS)처럼 두 개 대학이 통합의과대학을 신설하여 지역 특화형 인재를 키우는 모델이 대표적이다. 전남의 지리적 특성과 통합에 따른 복수 캠퍼스 구조를 고려할 때 현실적이면서도 설득력을 갖춘 운영 방안으로 평가된다.

이러한 해외 사례와 더불어, 전라남도 지역이 처한 의료 현실은 국립의대 설립의 필요성을 더욱 절실하게 만든다.

현재 전남의 상급종합병원 관내의료이용률은 전국 최하위 수준인 25.4%에 불과하며, 중증응급환자의 전원율은 전국 최고치를 기록하고 있다. 2023년 한 해 동안 수도권으로 유출된 전남도민의 입원 건수는 전체의 31.4%에 달했고, 관외 진료비는 약 1조 8천억 원에 이른다. 여수·순천 등 주요 도시조차 광주권 의료기관 접근이 어려워 고난도 치료가 필요한 경우 수도권으로의 장거리 이동이 불가피한 상황이다. 이처럼 응급 및 필수 의료 기반이 취약한 전남에서 국립의대 설립은 필수의료체계 복원과 공공의료 강화를 위한 핵심 전략으로 떠오르고 있다.

국립순천대 이병운 총장은 “단순한 의대 유치가 아니라, 의료 사각지대를 해소하고 지역사회의 건강권을 보장할 수 있는 지속가능한 공공의료 모델로서 전남형 통합 국립의대 설립을 추진하고자 한다”라며, “교육 기회의 형평성과 지역의료복지 확립이라는 국가적 과제 실현에 국립순천대가 주도적인 역할을 할 수 있도록, 범도민적 공감대를 바탕으로 중앙정부와 협의를 지속해 나가겠다”라고 밝혔다.

한편, 국립순천대는 지난해 11월, 국립목포대학교와 전라남도 통합 국립의과대학 및 대학병원 설립을 위한 사업계획서를 교육부에 제출하였으며, 올해 5월에는 국립목포대, 전라남도와 함께 ‘통합의대 설립 공동준비위원회’를 구성하고, 산하 실무위원회를 통해 통합형 국립의대 설립 구상을 공동으로 추진해 왔다. 전라남도의회도 7월부터 ‘통합 국립의대 설립 지원 특위’를 구성하며, 전라남도 의대 설립을 위한 만반의 지원에 나서고 있다.

이처럼 국립의과대학 설립에 대한 전남 도민의 간절한 염원에 부응하기 위해, 국립순천대는 정부 및 국회와의 정책 협의를 위한 상시 소통 창구를 마련하고, 의과대학설립추진단을 중심으로 적극 대응한다는 방침이다.

Sunchon National University Launches Policy Briefings at the National Assembly and Presidential Office to Promote the Establishment of a National Medical School in Jeollanam-do

- University proposes an integrated national medical school model to restore public healthcare and presents overseas case studies and operational strategies

Sunchon National University (President Lee Byung-woon) announced that from July 16 to 17, it conducted a series of policy briefings at the National Assembly and the Presidential Commission on National Agenda Planning, advocating for the urgent establishment of a national medical school in Jeollanam-do. The university called for the inclusion of the initiative in the administration’s national policy agenda.

The briefings aimed to draw attention to the reality that Jeollanam-do is the only major provincial region in South Korea without a medical school. In response, Sunchon National University, in partnership with Mokpo National University and Jeollanam-do Province, has been promoting the joint establishment of an integrated national medical school. The recent meetings were organized to raise public awareness, build consensus, and provide strategic policy explanations in line with the new administration’s direction.

The university delegation, consisting of President Lee Byung-woon and Honorary Professor Park Ki-young (former Presidential Advisor for Science and Technology), met with key figures including Rep. Kim Moon-soo, Rep. Kwon Hyang-yeop, and Director Park Hong-geun of the National Agenda Planning Committee.

During the meetings, Sunchon National University emphasized that this initiative should go beyond simply founding a new medical school and instead focus on building a sustainable public healthcare model tailored to Jeollanam-do. The university proposed a regional policy framework that connects national university hospitals, strengthens training in essential and public medical care, and implements a regional physician program. These proposals aim to address the longstanding medical service gaps in the region and ensure healthcare access based on public interest, rather than market demand.

To support its case, the university also introduced international examples of integrated medical education systems. The WWAMI program in the United States, led by the University of Washington School of Medicine and implemented across five universities, trains physicians for underserved areas through a regional campus network. Similarly, in the United Kingdom, Brighton and Sussex Medical School (BSMS) and Hull York Medical School (HYMS) were jointly established by two universities to foster regionally grounded healthcare professionals. These models demonstrate the effectiveness of multi-campus medical education in both governance and training outcomes?an approach well-suited to Jeonnam’s geographic and administrative context.

The university further emphasized the urgent need for medical infrastructure reform in Jeollanam-do. The province currently has the lowest tertiary hospital utilization rate in the country, at just 25.4%. It also reports the highest patient transfer rate for critical emergency cases. In 2023, 31.4% of Jeonnam residents who were hospitalized received treatment outside the province, resulting in out-of-province medical expenditures exceeding KRW 1.8 trillion (USD 1.3 billion). Even major cities such as Yeosu and Suncheon suffer from limited access to advanced medical services, often forcing patients to seek care in Seoul. Given this reality, the establishment of a national medical school is regarded as a critical measure to restore the essential healthcare system and reinforce public medical services in the region.

President Lee stated, “This is not merely a matter of hosting a medical school, but about creating a sustainable public healthcare model that ensures the right to health for all residents and addresses long-standing regional disparities in healthcare access.” He added, “Sunchon National University is committed to playing a leading role in promoting equitable access to medical education and public health services, and will continue working closely with central government authorities to move this initiative forward with the support of the broader Jeonnam community.”

In November 2023, Sunchon National University and Mokpo National University jointly submitted a formal proposal to the Ministry of Education for the establishment of a national medical school and affiliated university hospital. In May 2024, the two universities and Jeollanam-do formed a Joint Preparatory Committee, and have since been collaborating through working-level groups to develop a detailed plan. In July, the Jeollanam-do Provincial Assembly launched a Special Committee to Support the Establishment of an Integrated National Medical School, reinforcing regional efforts to support the project.

In line with these developments, Sunchon National University plans to establish a dedicated communication channel for continuous engagement with the government and National Assembly, while mobilizing its internal Medical School Establishment Task Force to ensure swift and coordinated policy advocacy going forward.
