- 10월 31일 학내 국제문화컨벤션관에서 …구례 10·19 피해양상·법적 쟁점 재조명

국립순천대학교(총장 이병운) 10·19연구소(소장 최관호)는 오는 10월 31일 학내 국제문화컨벤션관 소강당에서 공동학술대회 「학살! 과거와 현재의 연결」을 개최한다고 밝혔다. 이번 학술대회는 국립순천대학교 남도문화연구소 및 전라남도의회 주종섭 의원과 공동 주최하며, 국립순천대학교·교육부(국립대학육성사업)가 후원한다.

행사는 77년 전 지역에서 벌어진 10·19사건을 현재의 법·정책, 기억·교육과 연결하는 것을 목표로 한다. 제1부에서는 구례 10·19사건의 피해를 인구·지형·시기 축으로 분석하고 지역사회 회복 과제를 논의한다. 제2부에서는 반란죄에서 ‘반란의 대상’과 대통령의 지위, 판결집행명령서 존재 사건의 재심 인용 가능성 등 법적 쟁점을 통해 국가폭력 기억의 오늘날의 기준을 모색한다. 이어지는 종합토론에서는 유족 지원의 실질화, 종교단체의 참여, 시의회의 역할 등 실행 전략을 다룬다.

학술대회 다음날인 11월 1일(토)에는 대전형무소터와 골령골 학살지 등 주요 학살 현장을 찾는 현장 답사가 진행된다. 10·19연구소는 국립순천대학교 RISE 사업의 일환으로 소속 교수, 지역 시민단체와 공동으로 다크투어 거버넌스 구축을 위한 리빙랩 프로젝트에도 참여한다.

국립순천대 10·19연구소 김미경 연구원은 “이번 학술대회와 리빙랩 프로젝트를 통해서 지역 단체들의 소통이 자유롭고 원활해지면서 10·19사건에 대한 올바른 이해와 체계적인 진실규명·명예회복 방안이 마련되었으면 좋겠다”고 전했다.

최관호 연구소장은 “이번 학술대회가 ‘애도의 언어’를 ‘정책의 문장’으로 바꾸는 출발점이 되길 바란다”며, “데이터 기반 피해 확정, 실질적 명예회복, 교육·기억사업의 제도화를 대학·의회·지자체·시민사회가 함께 추진할 수 있는 학술적 토대를 마련하겠다”고 밝혔다.

SCNU Institute for the 10-19 Uprising Holds Joint Academic Conference "Massacre: Connecting the Past and the Present"

- Conference held on October 31 at the International Cultural Convention Hall, highlighting the Gurye 10-19 Incident and its legal issues

Sunchon National University (SCNU, President Lee Byung-woon) announced that the Institute for the 10-19 Uprising, directed by Professor Choi Kwan-ho, held a joint academic conference titled "Massacre: Connecting the Past and the Present" on October 31 at the International Cultural Convention Hall on campus. The event was co-hosted by the Namdo Cultural Research Institute and Jeonnam Provincial Assembly member Joo Jong-seop, and supported by SCNU and the Ministry of Education under the National University Development Project.

The conference aimed to connect the 10-19 Incident, which occurred in the region 77 years ago, with today’s discussions on law, policy, memory, and education. The first session analyzed the Gurye 10-19 Incident based on population, geography, and historical background, and discussed tasks for community recovery. The second session focused on legal topics such as the definition of rebellion, the president’s position as a legal subject, and the possibility of retrials for unexecuted judgment cases. A panel discussion followed, covering practical strategies for victim support, participation of religious groups, and the role of local councils.

On November 1, participants visited key historical sites, including the former Daejeon Prison and the Gollyeonggol Valley, to deepen their understanding through field study. The Institute is also conducting a Living Lab project under SCNU’s RISE program in cooperation with faculty and civic groups to build a governance model for dark tourism and historical education.

Researcher Kim Mi-kyung stated that the conference would help strengthen communication among local organizations and support systematic truth-finding and honor restoration for the victims. Director Choi Kwan-ho added that the event marked the first step in turning “the language of mourning” into “the language of policy,” and emphasized the need for data-based research, practical restoration, and institutionalized remembrance through cooperation among universities, local councils, and civic groups.

Researcher Kim Mi-kyung from the institute stated, “We hope this conference and the Living Lab Project will foster open communication among local organizations and contribute to establishing a proper understanding of the 10·19 Incident, along with systematic approaches to truth-finding and restoring the victims’ honor.”

Director Choi Kwan-ho added, “This conference marks the beginning of transforming the ‘language of mourning’ into the ‘language of policy.’ By combining data-based verification, substantive restoration of honor, and institutionalizing education and remembrance, we aim to create an academic foundation for collaboration among universities, local councils, and civic society.”
