- 향약연구원 박경하 원장 초청, 향약과 촌계를 중심으로 현대 주민자치 제도 살펴

국립순천대학교(총장 이병운) 위험사회 컨소시엄 인문사회융합인재양성사업단(이하 위험사회 HUSS 사업단)은 9월 15일 교내에서 박경하 향약연구원 원장을 초청해 ‘주민자치의 역사적 전개 - 향약과 촌계를 중심으로’를 주제로 2025학년도 제6차 전문가 특강을 개최했다.

이날 박경하 원장은 조선시대 지방 행정 체계와 자치조직인 향약과 촌계의 개념과 형성과정을 설명하며, 주민자치가 역사적으로 전개된 과정을 심도 있게 풀어냈다. 특히 향약의 조직 원리와 촌계의 운영 방식을 구체적으로 소개하며, 이 전통적 자치 모델이 현대 주민자치 제도에 주는 시사점을 다각도로 분석했다.

특강에 참여한 행정학과 김강민 학생은 “조선시대 지방행정 체계와 향약의 실제 운영 방식까지 들을 수 있어 현재의 주민자치를 이해하는 데 큰 도움이 되었다”고 소감을 전했다. 김선명 위험사회 HUSS 사업단장은 “이번 전문가 특강은 전통적 주민자치의 역사적 기반을 살펴보면서, 초연결사회에서 우리가 지향해야 할 주민자치의 방향을 모색하는 뜻깊은 시간이었다”고 강조했다.

한편, 위험사회 HUSS 사업단은 이번 강연을 통해 공동체성에 기반한 주민자치의 의미와 역할을 재조명하며, 위험사회에 대응할 수 있는 인문사회 융합형 인재 양성의 교육적 방향을 제시했다. 사업단은 앞으로도 다양한 전문가 특강을 통해 학생들이 사회 변화를 주도할 실천 역량을 키울 수 있도록 지속적으로 프로그램을 운영할 계획이다.

SCNU HUSS for Risk Society Project Hosts 6th Expert Lecture on “The Historical Development of Resident Autonomy”

Sunchon National University (SCNU, President Lee Byung-woon) announced that its Humanities Utmost Sharing System (HUSS) for Risk Society Project held the sixth expert lecture of the 2025 academic year on September 15, inviting Dr. Kyung-ha Park, Director of the Hyangyak Research Institute. The lecture, titled “The Historical Development of Resident Autonomy: Focusing on Hyangyak and Chon-gye,” was held on campus.

In the lecture, Dr. Park provided an in-depth explanation of the local administrative systems of the Joseon Dynasty and the concepts and formation processes of traditional self-governing organizations, Hyangyak and Chon-gye. She offered a detailed analysis of how these historical models of resident autonomy evolved and examined their relevance to modern community self-governance.

Kim Kang-min, a Public Administration major who attended the lecture, commented, “Learning about the actual operations of Hyangyak and the administrative structure of the Joseon era greatly helped me understand today’s resident autonomy system.” Professor Sun-myung Kim, Director of the HUSS for Risk Society Project, noted, “This expert lecture provided an important opportunity to explore the historical roots of traditional resident autonomy and to consider the future direction of local self-governance in a hyper-connected society.”

Through this lecture, the HUSS for Risk Society Project shed new light on the meaning and role of community-based resident autonomy and presented educational strategies for cultivating humanities and social science talent capable of responding to the challenges of a risk society. The project will continue to offer diverse expert lectures to help students develop the practical skills necessary to lead social change.
